Hilary provides specialist legal consultancy to governments, international organisations, NGOs and judicial institutions on the protection of children and women in cross-border matters. She advises on the implementation of international legal instruments, including the Hague Conventions on International Child Abduction and Child Protection and has particular expertise in treaty implementation, legislative and policy reform, the rule of law, access to justice, child protection systems, safeguarding, judicial cooperation, technical assistance and institutional capacity building.

Her consultancy encompasses complex international family law and child protection matters, including legal research, legislative and policy review, expert opinions, compliance assessments, strategic legal advice, and the design and delivery of judicial and professional training programmes. Her work supports governments and institutions in strengthening legal frameworks, enhancing judicial practice and developing effective cross-border child protection systems. She regularly delivers training to solicitors, barristers, social workers and government officials on international family law, child protection and cross-border judicial cooperation.

 

Based in London, Hilary undertakes consultancy assignments worldwide and regularly travels to Ireland, Geneva, New York and other international centres.
